UNESCO’s High-Level Forum for Museums to Foster Global Dialogue on Cultural Heritage and Sustainable Development

Since its inception, UNESCO has been dedicated to advancing the development of museums globally, providing critical support through standard-setting, policy guidance, technical assistance, and the dissemination of knowledge. In November 2015, the international community further acknowledged the pivotal role of museums with the adoption of the 2015 Recommendation concerning the Protection and Promotion of Museums and Collections, their Diversity, and their Role in Society.

Building on previous editions held in 2016 and 2021, the third edition of the High-Level Forum for Museums is set to take place, continuing UNESCO’s commitment to supporting museums worldwide. This event aims to facilitate global dialogue, promote the exchange of expertise, and underscore the integral role museums play in contemporary society and sustainable development. The forum will highlight museums’ contributions to the protection, safeguarding, and promotion of cultural heritage, social and economic development, and inclusive education.

The forum seeks to raise awareness about the significance of museums within society. It will provide a platform for cultural exchange, the sharing of best practices, and open dialogue on contemporary challenges. Additionally, it will explore technological advancements in the museum sector and strengthen international and regional cooperation.

Museums, as hubs for cultural transmission, intercultural dialogue, and lifelong learning, play a significant role in social cohesion and sustainable development. They are vital in education, both formal and informal, and contribute to the advancement of communities worldwide.

Aligned with the UNESCO Global Framework for Culture and Arts Education adopted in 2024, the High-Level Forum for Museums will also serve as a forum for museum professionals to discuss the practical applications of this framework in their work.

UNESCO will further build upon the outcomes of this forum to emphasize culture’s role in sustainable development, aligning with its broader advocacy for the recognition of culture as a key pillar in global sustainability. The discussions will also set the stage for the World Conference on Cultural Policies and Sustainable Development—MONDIACULT 2025.

The forum will bring together a diverse group of stakeholders, including museum directors, international experts in culture and education, representatives from international and regional organizations, scholars, researchers, youth, digital technology specialists, and UNESCO Chairs and Institutes.

The city of Hangzhou, a UNESCO Creative City of Crafts and Folk Art, will host the event. Known for its three UNESCO World Heritage Sites and 224 museums, Hangzhou is a dynamic cultural hub that actively promotes cultural exchange and global dialogue on the preservation of heritage.
